Phone to phone services are, in fact, just another name for calling card services. The difference being that your call is traveling over the companyies VOIP network. When you dial a toll-free number from any phone, which connects you to the company's gateway. From there you're call travels over their VOIP network to the final destination of your phone call.

The main advantage to these phone cards is the significant savings from Sprint for example. And huge savings if you're using a card attached to your home phone.

There are some companies that are combining phone-to-phone service with PC-to-phone service in one account. That means when you're home and on the Internet you can make calls from your computer and when you're on the road you can use the same account by using the company's calling card.
